Bappenas Launches Blue Food Assessment and Blue Economy Index Documents to Strengthen Blue Economy

JAKARTA – The Ministry of National Development Planning/Bappenas continues to reinforce Indonesia’s commitment to developing the blue economy by launching two strategic documents: the Indonesia Blue Food Assessment (BFA) and the Indonesia Blue Economy Index (IBEI), on Wednesday, 6 August. The BFA document maps the current and strategic state of aquatic food for national food security and sovereignty, while the IBEI serves as a comprehensive instrument to measure the progress of sustainable and inclusive blue economy development in Indonesia.

The Minister for National Development Planning/Head of Bappenas, Rachmat Pambudy, highlighted the importance of both documents, which contain comprehensive data, insights, and the latest findings to promote blue food and the blue economy within sustainable development. “Indonesia’s oceans are not just the future of our nation, but the future of the world. Through the launch of these two strategic documents, we are building a strong, data-driven, sustainability-oriented planning foundation,” Minister Rachmat explained.

The BFA and IBEI serve as vital foundations for accelerating blue economy transformation as an integral part of national development toward the Golden Indonesia 2045 vision. In addition, the launch marks strong collaboration among stakeholders, including government, the private sector, academia, civil society organisations, and development partners, while strengthening a shared commitment to accelerate the transformation of the blue economy in Indonesia.

The BFA document was prepared by the Ministry of National Development Planning/Bappenas in collaboration with various parties, including the European Union, the Economic Research Institute for ASEAN and East Asia (ERIA), Stanford University, and Microsave Consulting. Meanwhile, the IBEI was developed by Bappenas together with the European Union as the main partner for evaluating the achievements of sustainable and inclusive blue economy development.

“The European Union is proud to support Indonesia’s efforts to develop a sustainable and inclusive blue economy. This data-based measurement tool reflects Indonesia’s commitment to strengthening evidence-based policymaking aimed at protecting marine biodiversity, supporting coastal livelihoods, and improving food and nutrition security,” said Stéphane Mechati, Chargé d’Affaires ad interim of the European Union to Indonesia.

The launch of the BFA and IBEI further cements Indonesia’s position as a major global producer of blue food. The focus lies on efficient production systems, added value enhancement, meeting people’s balanced protein needs, and effective marine governance to safeguard the sustainability of integrated ecosystems. “We want to ensure that maritime and fisheries development not only drives economic growth, but also protects ecosystems and directly benefits coastal communities. This is the essence of the blue economy transformation towards the Golden Indonesia 2045 vision,” concluded Minister Rachmat.
